He made the announcement to invited season ticket holders and members at a gala event in the Pyramid Suite at Home Park last night.
The Argyle Foundation will be an exclusive members club limited to 2,500 people, with funds raised invested directly into Plymouth Argyle Youth Development.
Stapleton said: "After seven successive years of progression in our league position, we have all been working very hard behind the scenes to put in place the building blocks and the people we need to take the club forward.
"My passion for and commitment to the future development of Plymouth Argyle remains as strong as ever and, with the addition of our friends from Japan to the board of directors, we are in a wonderful position to take the club forward again.
"Central to that vision is the development of our youth system. The dream is to one day create a Plymouth Argyle Academy, producing players capable of competing at the highest level.
"We have come a long way in seven years and tonight is all about putting the foundations in place for the next seven years, and beyond."
Membership to the Argyle Foundation brings supporters a raft of benefits.
The big incentive will be an Annual Grand Draw, where one lucky member will win £10,000 - the biggest cash prize ever offered by Argyle.
There will also be weekly and monthly draws held, as well as ‘money can’t buy’ prize draws, which give members access to special club-based benefits.
Membership to the Argyle Foundation will cost £117 per year, or £9.75 per month, or £2.25 per week.
All proceeds, after deducting prizes and costs, will be directly invested into youth development.
Argyle manager Paul Sturrock ended the evening by taking part in a question and answer session.
